CALL TO ORDER - Chairman Arthur Anthonisen called the first meeting of the fall 2011 semester to order at 8:30 am. Due to trustees� scheduling, at 8:35 am, a motion was made (Ullrich/Murphy) to move into Executive Session. II. EXECUTIVE SESSION - During Executive Session, the Trustees discussed College finances according to Section 105 of Article 7 of the Public Officer Law. No action was taken. At 8:45 am, a motion was made (Krahulik/Murphy) to reconvene into Regular Session. III. CONSENT AGENDA A motion was made to approve Consent Agenda items Krahulik/O�Donnell A - F. Unanimous A. PRESIDENT�S REPORT- William Richards > President Richards and college community are looking forward to AY 2011-2012. > This was another banner year for facilities area, and a review of the college-wide projects follows: * Renovation of the Tower Building should be finished in January 2012 * The renovation of the Greenhouses are delayed, and the dedication has been moved from October to April 19, 2012 * No delays are anticipated for the Lab School or the Center for Architecture, Science and Engineering (CASE) * The parking garage on Wawayanda Avenue will be completed on time with a gain of 300 new parking spaces. The Harriman parking lot will be off line during the CASE construction and 30 parking spaces will be lost. The lot behind the Christine Morrison House gained 30 spaces this summer. > The 2011-2012 budget is flat since NYS funding decreased by 10% and county funding increased by 2%. The College has identified $700,000 in reduced spending, e.g. conference travel, maintenance, subscriptions and delaying vacancies though January 2012. These cuts will not harm the College�s mission in academic affairs and student services. Budget discussions with the County for 2012-2013 will begin earlier next year to allow for improved negotiations. > Interim Chair of the Science and Engineering Department John Wolbeck received international recognition for his contribution to a research paper entitled �Climate Control of Terrestrial Carbon Exchange across Biomes and Continents.� The Norbert Berbier-MUMMM International Award was presented by the World Meteorological Organization, an agency of the United Nations. > The ceiling of the Newburgh Great Room in the Kaplan Building is the focus of an advertorial that appears in the September issue of �The Architectural Digest� magazine. > On 9/15 in the Gilman Center, Professor John Wolbeck will present a lecture entitled �Engineering the Flying Machine and the Flight of the Vin Fiz� about the evolution of flight and the development of the airplane. Wolbeck will discuss Cal Rodgers who flew his Vin Fiz on the first US transcontinental flight in 1911 > On 9/17 Professor John Wolbeck and the architectural students will attend a 100th Anniversary ceremony at the Galleria commemorating the first cross country flight. The students� Vin Fiz replica will be on display and eventually will hang from the ceiling of the new CASE building. > The College received a very generous donation ($125,000 from a charitable trust and $664,000 for unrestricted scholarships) from the Estate of George Shepard. The memorial for Dean George Shepard has been rescheduled for 10/14 at 4 pm in the Shepard Center. > The College will receive the Orange County Chamber of Commerce Green Business award for the Newburgh Campus on 10/26 at the Falkirk Golf Club. > Today�s new trustee orientation will be postponed. > The College received a generous monetary gift from the SUNY Orange Foundation to install a wireless system on the Middletown campus. > The Middle States accreditation process will begin shortly and continue for one and a half years. Committee co-chairs include Vice President for Academic Affairs Heather Perfetti and Institutional Planning, Assessment and Research Officer Christine Work. VPAA Perfetti brings a wealth of information to this process since she has been involved with Middle States for a number of years. Trustee Joan Wolfe will represent the Trustees. They will engage the college community and the outside world to look deeply and thoughtfully at the criteria required by Middle States. > Enrollment this semester is flat. The Newburgh campus enrollment increased by 8%. Trustee Mokotoff requested enrollment demographics. She also noted that the College should be more welcoming to transfer students. Discussion continued. > Tomorrow at 1:15 pm Governor Cuomo will visit the College to view the 9/11 memorial and attend the ceremony in the Shepard Center. Trustees who wish to attend should arrive by 12:45 pm. V. REPORT OF THE COLLEGE GOVERNANCE SYSTEM 1. Despite the earthquake, the first Assembly meeting of the year was held in the Great Room of Kaplan Hall. This was a good opportunity for the Middletown faculty to see Kaplan Hall. 2. A main focus of last year�s work in our shared Governance was creating a system that would represent one College at two campuses. The ad hoc committee on governance recently received the report on this topic. The report will be brought to Assembly for discussion and a vote in October or November. The remainder of the academic year will be spent revising the Governance By-laws. Implementation is anticipated in the fall 2012 semester. 3. Most recently, Governance has been dealing with the fallout from a federal mandate; this mandate affects our academic policy. Governance has put this on the fast track so that our shared governance system has voice in the academic grading policy affected by the mandate and ensures that the College has time to meet compliance requirements. VI. REPORT OF THE STUDENT TRUSTEE � None > Student elections are scheduled during the week of 9/12. As soon as the election results are verified, the trustees will be notified. The new Student Trustee�s term will commence with the November board meeting. VII. OLD BUSINESS � None VIII. NEW BUSINESS 1. BOARD CHAIR COMMENTS � Arthur Anthonisen > Chair Anthonisen asked Trustee Murphy to report on the Governance and Nominating Committees� recommendations of the Board�s 2011-2012 Slate of Officers: A motion was made to approve the 2011-2012 Board Officers as presented Chair Joan H. Ullrich Murphy/Mokotoff Secretary Margaret Murphy Unanimous > Trustee Murphy recognized Chair Anthonisen for his many years of dedicated service to the Board. > Chair Anthonisen thanked Trustees O�Donnell and Krahulik for serving on the Governance and Nominating Committee. > Appreciation was also extended to Trustee Wolfe for her sincere dedication as a leader with the Trustee Success Track Webinar Series. The College and NYCCT applied for a $10,000 ACCT grant to be used for trustee training. This training will supplement the training offered by NYCCT at the September conference. The five webinar trustee orientation series will be offered to the 30 New York State community colleges in October and November 2011, February, April and May 2012. Dena Whipple, Maureen Larsen and Mike Albright have done an excellent job preparing the webinar program. Positive feedback has been received from our sister colleges. X. COMMITTEE REPORTS AND/OR RECOMMENDATIONS Academic and Student Services Committee � Gertrude Mokotoff > The Newburgh One-Stop service, a centralized point of access for students, has been well received. Employees have been cross trained and students do not have to bounce from office to office to receive services. > Students are utilizing technology by signing up for workshops and scheduling appointments. > The student email policy has helped streamline communication with students and has reduced mailing costs. Students have been notified that the college�s primary mode of communication is email. > Changes have been made to Financial Aid regulations. The Financial Aid Office is interpreting the changes and addressing them accordingly. Audit and Finance Committee � Robert Krahulik - None Governance and Nominating Committee � Margaret Murphy - Reported under Chairman�s Comments President�s Performance Review & Compensation � Robert Krahulik > The committee is not prepared to make a recommendation at this time. Continued discussion with the committee and Vice President of Administration and Finance Roz Smith will continue. An in depth analysis of expenses and increased tuition projections was requested. XI. COMMENTS FROM THE PUBLIC > Kathleen Malia, President of the Faculty Association, reported that she will attend the Higher Education Council meeting in Troy, NY. Every NYS community college and four-year college attend. A report will be supplied in November about the information Professor Malia gathered at the meeting. > President Richards introduced Erica Cruz, an engineering student who is an intern at Advance Testing. Ms. Cruz is also the past president of the Student Senate and an active member of the student body. XII. BOARD DISCUSSION - None XII.
