MINUTES OF THE ORANGE COUNTY COMMUNITY COLLEGE BOARD OF TRUSTEES MEETING HELD MONDAY, FEBRUARY 9, 2009, AT 6:40 PM, IN THE MUSIC ROOM, MORRISON HALL Present: Chair J. Wolfe, Vice Chair B. Hodge, R. PRESIDENT�S REPORT � Paul Broadie II, Vice President, Student Services > On 1/15/09 the College hosted a Science and Technology Summit, which provided direction for the new Center for Science, Engineering and Technology. Some panelists, who are CEO�s of companies, agreed to assist the College with the design of the building. The design phase begins in May. > Newburgh Campus construction is on schedule. > In response to a Trustee�s question, VP Broadie provided a detailed report about immigrant student tuition charges, which are governed by New York State and Federal laws. > A contingent of students, staff and administrators will participate in SUNY Lobby Day on 2/24. Seven appointments with the local legislators are scheduled. > At the 2/20 NYSUT Luncheon in Albany with Presidents, Professor Kathleen Malia will attend as a NYSUT member and VP Broadie will join her as President Richards� representative. > An invitation to attend the 20th Anniversary of the Sojourner Truth Awards on 3/6 at 7 pm was extended to the Board. The keynote speaker is Dominic Carter, a writer and reporter from NY News 1. Five hundred students will be recognized and approximately two thousand people attend this event. > The Mary B. Diana Softball Field dedication is set for 4/17 at 4:30 pm between the games of a double header. > The College�s discount for membership to the Middletown YMCA has been extended to the Trustees. > The February Sustainability Calendar of Events was distributed to the Trustees. > The itineraries for the 2009 College trips to China, Turkey and American Southwest were shared with the Board. IV. REPORT OF THE COLLEGE GOVERNANCE SYSTEM � Diane Bliss 1. At today�s College Assembly, a presentation was made about the Cultural Affairs finalized transition from a governance standing committee to an advisory board. The academic college personnel will be selected from applications by an Executive Council and community members will be chosen by the College President. 2. The Planning and Budgeting for Institutional Effectiveness (PBIE) Committee completed another cycle of planning and ranking initiatives. The committee will continue working this semester to complete a policies and procedures manual for the process and to evaluate and continue to refine its process and PIP system. The PBIE chairs and some of our Executive Committee members will meet with Cabinet in March to discuss the particulars of what should/should not be included in the PBIE process, and to gain perspective on the larger planning picture. 3. The Faculty Council of Community Colleges invited college governance leaders to participate in a special program of activities during the Spring Plenary Session on 3/27/09, which Diane Bliss plans to attend. V. REPORT OF THE STUDENT TRUSTEE � Thomas Capach Student Senate -Four new members: Devon Norris, Ralph Ronda, Natalie Rios, and Vicki Boucher-Parisella ���� �- New officers: Vice President Abram Vanhassel; Treasurer Corrina Stoker; and Secretary Ralph Ronda. -The OCCC club budget process is complete with a few exceptions. The Senate is under budget since the College has six fewer clubs than last semester ����� - The Intercampus Communication Committee (ICCC) has been formed to foster lines of communication to other SUNY schools around the state. OCCC Athletics Men's Basketball season record 12-14 with 3 more regular season games left. The Mid Hudson Conference (MHC) Tournament is scheduled on 2/17. Blake Williams was named MHC athlete of the week. Women's Basketball season record 7-12. The team will participate in the MHC on 2/17. On different weeks, Colleen Decker and Chelsea Gallagher were named MHC athlete of the week. Spring Sports Baseball practice begins 3/8; Softball practice starts 3/25 Men's tennis commences 3/25 and Golf begins on 3/30 To view the Mid Hudson Conference website, go to mhcsports.org VI. OLD BUSINESS - None VII. NEW BUSINESS Chairman Wolfe announced the appointment of Trustee Gertrude Mokotoff to the SUNY Orange Educational Foundation Board. VIII. BOARD CHAIR COMMENTS - Joan Wolfe > Chair Wolfe shared with the Trustees a Times-Herald Record article on a new restaurant in Newburgh. The owner opened because of the location near the College. Other businesses are following suit. IX. COMMITTEE REPORTS AND/OR RECOMMENDATIONS Audit and Finance Trustee Hodge None Academic and Student Services Trustee Mokotoff None Governance and Nominating Trustee Murphy None President�s Performance Review and Compensation Trustee Krahulik None X. COMMENTS FROM THE PUBLIC > President of the Faculty Association Kathleen Malia referred to the NYSUT luncheon on 2/20 as an important event. The platform for lobbying the legislators is presented to the membership. Professor Malia will share information she learns at the luncheon with regard to the budget. On 3/3, a contingent of faculty members will lobby the local legislators in Albany. > A brief report was given about the number of full-time faculty versus day and evening adjuncts at SUNY Orange. This issue is not exclusive to our College and can be found at all colleges throughout the system. Professor Malia will obtain a system-wide comparison for Trustee Mokotoff. > Trustee Mokotoff asked the administration to investigate adding a position for an Evening Adjunct Supervisor. XI.
