MINUTES OF THE ORANGE COUNTY COMMUNITY COLLEGE Board of Trustees MEETING HELD ON MONDAY, SEPTEMBER 13, 2004, AT 7:00 PM IN THE MUSIC ROOM, MORRISION HALL, FIRST FLOOR Present: H. Gareiss, R. CALL TO ORDER At 7:00 pm Chairman Herbert Gareiss, Jr. called the meeting to order and noted a quorum was present. Chairman Gareiss welcomed the new Student Trustee Kenneth Sincerbox and administered the Oath of Office. II. CONSENT AGENDA A motion was made to approve Consent Agenda Items A and E. PRESIDENT�S REPORT � President Richards introduced Assistant Professor Bob Misiak, the new President of the Staff and Chair Association. � Elizabeth Bushey has been appointed as the Coordinator of Public/Alumni Relations and her new office will be located at the Alumni Association. � Governor Pataki vetoed the legislature�s proposed budget, which reduced the FTE rate to $2,235, which translates into $483,000 lost revenue, 224 sections of classes or 4,840 seats not available to Orange County citizens. Also vetoed was the $15.8 million legislative initiative for the Newburgh capital construction and planning. We are counting on support from both legislative bodies to override the Governor�s veto. Senator Larkin will continue to push for an override of the $15.8 million Newburgh initiative. The Assembly reconvenes on 9/20/04 and the Senate returns to Albany after the elections. � Enrollment figures show over a 4% increase over the Fall 2003 semester. A sharp increase in enrollment occurred in developmental courses. The college continues to monitor this trend and will remain focused on maintaining sophomore level courses. � Many conversations are on-going concerning our efforts in Newburgh with Trustee Hodge, the leadership in Newburgh, Senator Larkin, County Executive Diana and members of the County Legislature. All parties are very enthusiastic about the proposed Newburgh campus. � With regard to adjunct faculty salaries, progress has been made between day and evening faculty salaries, and the administration continues to work on rectifying the salary inequity between these two groups. � President Richards thanked the members of the Middletown Garden Lovers� Club for volunteering to maintain the grounds around Morrison Hall in an effort to assist our groundskeeper. The club will receive a small budget for the purchase of plants. � Board calendar changes follow: The October meeting is scheduled for 10/18 and the March 2005 meeting will be held in Newburgh. � President Richards distributed to the Board members a CD produced by Chris Parker, a member of the Arts and Communications Department. Chris Parker and the College Jazz Band will perform at the Orange County Citizens Foundation Annual Meeting tomorrow evening. 3 � Since the beginning of the semester, four accidents occurred in front of the Commons on South Street. The fourth accident involved a young lady who was a pedestrian. The administration continues conversations with the city regarding closure of South Street from Conklin Avenue at the Alumni Association to the Bio Tech Building. This closure would permit the creation of additional parking. IV. REPORT OF THE COLLEGE GOVERNANCE SYSTEM Professor Dr. James Lynch, President of the College Governance System reported on the following items: � At the 8/25 College Assembly, the Strategic Plan, the College�s response to the Middle States review and the Academic Master Plan were all presented and discussed. These topics will continue to be discussed at future meetings. � The Executive Committee has been diligently working on the formation of the following new committees: a. Ad Hoc Committee for Student Development Review b. Planning, Budget, and Institutional Effectiveness Committee (A full revamping of the Planning Committee) c. Recognition and Awards Committee d. Student Course Evaluations Committee � a result of the Middle State review e. Information Technology Committee is still being discussed. � The Executive Committee now meets weekly with full agendas prepared for each session. V. REPORT OF THE STUDENT TRUSTEE The new Student Trustee Kenneth Sincerbox thanked the Trustees for the warm welcome and indicated that he is looking forward to a great year of service as the Student Trustee. Trustee Sincerbox highlighted the following student-related items: � Approximately 450 students attended the New Student Orientations and appreciation was extended to President Richards, the Vice Presidents and the Faculty for their participation. � Student Life Day will be held on the Alumni Green on 9/15 with a rain location in the gym. � A Get-Out-the-Vote Drive is taking place to encourage students to vote. At the same time, the Student Senate is working on a membership drive. � The College Convocation is scheduled for Thursday, 9/23/04 in Orange Hall Theatre. VI. OLD BUSINESS - None VII. Trustee Jack McMahon confirmed that the Nominating Committee would provide a slate of officers at the October Board meeting. b. Dean Emeritus George Shepard is now residing at the Orange County Residential Health Care Facility in Goshen, NY. Since Dean Shepard�s home has been liquidated in order to continue his care, William Morrison has purchased the property. Due to the efforts of Librarians Mary Ann Van Benschoten and Amy Hillick, the College was fortunate to obtain Dean Shepard�s book collection because of the relevance to local history of the College. Educational Policies and Student Affairs Committee � None IX. COMMENTS FROM THE PUBLIC � Professor Dr. Kathleen Malia reported that she is working closely with NYSUT to have funding for community colleges, especially SUNY Orange, restored to the State Budget. On Monday, September 20, the Assembly will reconvene and the Senate is slated to return to Albany after the November elections. � The Warwick Advertiser ran an excellent front-page article pertaining to the College. � President Richards invited the Trustees to participate in the Faculty vs. Staff Softball game scheduled for Friday, 9/24 at 3 pm. Immediately after the game, a BBQ will be served. Thanks were extended to Sue Deer and the athletic staff for organizing the game, which will become an annual event. 5 X. BOARD DISCUSSION At 7:35 pm Chairman Herbert Gareiss, Jr. requested the board enter into an executive session to discuss personnel matters. The Trustees reconvened into regular session at 7:40 pm. A motion was made (McMahon/Glinton) to adopt the following �President�s Mid-Contract Performance Review.� 1. Salary increase of three per cent retroactive to August 1, 2004 2. Social Membership to Orange County Golf Club 3. Increase life insurance re-imbursement premium. At 7:50 pm, the Trustees adjourned the meeting by unanimous consent.
