SUNY Orange Campus Safety Report Annual Fire Safety & Security Report 2008 SUNY ORANGE COUNTY COMMUNITY COLLEGE MIDDLETOWN & NEWBURGH CAMPUS 2008 PRESIDENTIAL CHARGE The College Department of Safety & Security has been charged by the president to: 1. Review policies and procedures on sexual assaults; 2. Review and suggest improvements in the safety education programs; 3. Access availability of counseling services for all crime victims; 4. Review victim referral and campus response procedures for sexual assault situations; 5. Refer complaints to appropriate authorities; 6. Continue on-going assessment ofthe quality ofcampus personal safety policies, practices, procedures and programs. 7. The Department of Safety and Security is assisted in accomplishing these goals by the Campus Safety and Security Committee, which are charged by the college governance system with the responsibility to review current campus safety and security procedures. 8. For confidential reporting ofcriminal activity, call extension 4932 or in emergency extension 77, Director of Safety & Security, John Aherne. 9. The Department of Safety & Security also maintains a daily log of crimes and incidents that occur on campus. This is available for the public to view and is posted in the Orange Hall Security Office and in the Newburgh Campus Safety & Security Office. While most incidents are logged, the Director of Safety & Security, whose office is room 103, Orange Hall, may determine that a incident be classified as "confidential" in order not to jeopardize a criminal investigation or the identity of a victim. Crime statistics of campus perimeters of main campus and extensions are available for review. Dial x 4932, John Aherne, Director; extension 4934, Edward Kiely, Assistant Director. The statistics for Middletown Campus will cover the perimeter areas ofWawayanda to Mills Avenue and Genung to Winner Avenues and for our Newburgh Campus is Washington Center including perimeters First Street, Grand Street, Broadway and Colden Avenue. 10. This report is filed as required by the federal "Crime Awareness & Campus Security Act", (hereafter referred to as the Campus Safety Act) which was last amended in 1998. The purpose ofthis report is to provide our faculty, staff and students with campus safety data including crime and fire safety statistics and procedures to follow to report a crime. SAFETY AND SECURITY SERVICE ACTIVITIES -January 1. 2008 to December 31, 2008 1. Monthly meetings 2. Distribution of Safety/Security related pamphlets: a. Campus Safety and Security at SUNY Orange (as per Title II -Crime Awareness and Campus Security Act) b. Campus Safety Tips c. DateRape d. Fire Prevention 3. Reviewed with local Police Chiefs (Middletown, and Newburgh) copies ofthe law and procedures relative to Student's Rights to Privacy. 4. Met with representatives ofthe two City Police Departments, Fire Department, and Orange County Emergency Management Board and discussed matters ofmutual interest. 5. Continued installation ofnew interior and exterior locking systems. 6. Provided on-going escort service for students, staff, and faculty. 7. Distributed seasonal crime prevention posters and fire safety hand outs to all effected members ofthe college community. 8. Continued installation ofnew exterior lighting system and exterior emergency phones. 9. Installation ofclosed circuit security cameras. 10. Installation ofinterior and exterior Emergency Notification System. 11. Installation of2 new exterior Safety & Security booths in parking lots. Prior to Receipt of"Memorandum to Presidents Volume 92. Aherne Campus Counselor: Terri Van Everen Any person or group ofpersons within this team, in conjunction with the local police department representatives, will devote all professional resources to the report ofa rape or ofany sexual assault. The victim will be advised ofthe composition ofthe team and may choose anyone or all ofits members to assist in the situation. It is felt that this is a very comprehensive approach to the initial report ofa sexual offense to campus personnel. Any and all related campus resources will be brought to bear on the situation until resolution ofthe problem. This is an initial response action to a sensitive situation and does not exclude further in depth medical, legal or psychological remedial efforts by off-campus professional. Sensitivity, confidentiality, caring and professionalism are the operative words in our team approach. In line with the prevention aspect ofthe memorandum, literature on "date rape" and safety precautions are being distributed to all students throughout the academic year. EMERGENCY RESPONSE AND EVACUATIONS Campus communities will be notified upon the confirmation ofa significant emergency or dangerous situation involving immediate threat to the health and safety of students, employees, and local community. The college Emergency Management Team will meet immediately to determine and evaluate the situation and ifnecessary will activate the Emergency Management Plan, NY Alert system, and Emergency Notification System. The EMT will coordinate set up for the responding emergency agencies. This plan and system will be reviewed and tested on an annual basis. ANNUAL FIRE SAFETY REPORT Statistics are attached for the number offire safely / evacuation drills and any actual fire situation that has occurred in the past year. Continued fire inspections are conducted throughout the year by our college Fire Marshall, Department ofEducation Fire Prevention Department, and Middletown and Newburgh Fire Departments. This year the committee met six times on the following dates: September 25th, October 30th, November 20th, January 29th, February 26th and March 26th. Our concerns and accomplishments during 2008-2009 were as follows: � Safety and Security Recommendations: These recommendations were sent to Executive Committee May 2008 and were forwarded to President Richards for his action in September 2009. President Richards accepted these recommendations for implementation. The uniforms and daily patrols recommendations have been implemented. To date, a comprehensive procedures manual has not yet been received or reviewed by the committee. 1. The Security Department is asked to develop a comprehensive procedures manual which specifically addresses Orange County Community College Safety concerns and potential situations as well as security officer departmental training to college-specific issues. 2. The Security Guards be issued one consistent uniform (seasonal variation notwithstanding) and the uniforms be visibly identifiable from a distance (i.e. display lettering on the back ofjackets or shirts that state "SECURITY") 3. Security should conduct daily patrols throughout the campus that would include assigning specific buildings to guards to patrol on a continuous basis. The emphasis here would be on visibility and familiarity for the students. � Identification Badges: The identification badge recommendation was presented to the College Assembly at the November 24,2008 meeting. The recommendation was amended and passed. President Richards accepted this recommendation. The amended recommendation is stated below . �:. All employees and students are required to obtain and strongly recommended to wear a College ID Badge. Additionally, breakaway lanyards were recommended and add security emergency phone numbers (Middletown and Newburgh) to the back ofall ID badges. To date, employee breakaway lanyards magnetic strips and security emergency stickers have been purchased and are available. � South Street crosswalks: The committee met with Jacob Tawil, Commissioner ofPublic Works for the city ofMiddletown on 2 separate occasions to discuss our concerns regarding safety in the crosswalks on South Street and other crosswalks throughout campus. The commissioner's recommendations were as follows: 1. Remove all or as many parking spots on South Street that we could live without but not less then 5 so that pedestrians are visible in the crosswalks 2. Paint "SLOW SCHOOL" on South Street and other college streets with crosswalks. 3. Have a pull-in spot on South Street for the shuttle bus drop offand pick up. 4. Additional pedestrian crosswalk signage to be placed by crosswalk areas. (The city ofMiddletown gave the college several signs.) The following was completed in March 2009 with President Richards's approval: .:. 5 parking spots were removed on South Street. Spots were removed in the following locations: 1 spot by the stop sign in front ofMorrison Hall, 2 spots by Bio-Tech crosswalk and 2 spots by Hudson Hall crosswalk. Also, "SLOW SCHOOL" was painted on South Street and East Conklin Avenue. � Building Safety Volunteers: The Building Safety Volunteer initiative has been put in place in conjunction with the Leadership Team. This was approved by cabinet and the Emergency Management Team. Volunteers have been assigned for college buildings throughout campus. Each main person will have a radio for a communication tool with security. This will be the go-to person so that correct information can be disseminated in the event ofan emergency for their building. � AED'S: A sub-group from the committee met with a company representative regarding AED'S. Twenty-four new units were ordered and placed throughout campus for a total amount of27 AED'S. Four units were sent to Newburgh Campus. The AED'S were a gift from the College Association. CPR training has been offered and is on-going.
