BINGHAMTON UNIVERSITY STATE UNIVERSITY OF NEW YORK Transfer Articulation Agreement Between Binghamton University/Decker School of Nursing and Orange County Community College Introduction Based upon mutual respect for the integrity of parallel programs and in an effort to better serve students intending to pursue programs of study in (Nursing and Orange County Community College) and Binghamton University hereby enter into agreement of a transfer articulation program. Binghamton University recognizes particular responsibility to students from Orange County Community College who complete a liberal arts degree at Orange County Community College and then wish to earn a baccalaureate degree at Binghamton University. Prospective students should consult the Binghamton University bulletin (http://bulletin.binghamton.edu) for specific information about courses and admissions requirements. Objectives - To facilitate the transition of graduates of an associate degree program at Orange County Community College to the baccalaureate degree programs in Nursing in Decker School of Nursing at Binghamton University. - To attract qualified students to Orange County Community College and to Binghamton University. - To provide information to ensure appropriate advisement for students from faculty and staff at both Orange County Community College and Binghamton University. - To encourage academic coordination between faculty and advisors at the two institutions, including curricular reviews. - To assess and exchange information on the specific outcomes of this articulation program with the goal of continual improvement. Transfer Articulation Agreement Between Binghamton University/Decker School of Nursing and Orange County Community College On June 1, 2014, Binghamton University and Orange County Community College agree to enter into an articulation agreement as described by articles one through thirteen of the attached document and the Transfer Planning Guide. This articulation agreement will remain in effect until it is recertified or until it is terminated. The undersigned agree to coordinate this program and agree to all the stipulations outlined in the attached documents. Under the provisions of this program, all Orange County Community College students who have graduated or who will graduate with the AA or AS degree with a cumulative GPA of at least 3.0 in courses toward their degree will be welcomed as matriculated students in Decker School of Nursing (1) all relevant and regular transfer admissions criteria are met; (2) space is available in the entering class; and (3) a completed application is received by March 15 for Fall Admission and November 15 for Spring Admission. 2. The applicability of transfer credits toward major requirements is determined by each Professional School in consultation with the Professional School Advising Staff. http://dson.binghamton.edu 3. Upon transferring into Binghamton University, qualified Orange County Community College graduates with an AA or AS degree will be awarded credits and equivalencies as applicable to specified programs and/or institutional requirements at Binghamton University. Admitted transfer students will be granted "junior" standing upon approval of 56 or more total transferred credits. To receive a baccalaureate degree, students must complete 52 credits of required nursing courses at Binghamton University and any remaining prerequisite, GenEd or elective courses as needed to achieve 128 credits. 4. Decker School of Nursing will grant full transfer credit for college courses in the liberal arts and sciences as well as up to 32 credits for courses in other areas, provided that a grade of C- (70) or better is earned and provided that the course is not practical, skill-oriented, remedial, or developmental. 5. Courses transferred will receive full credit as awarded by Orange County Community College even if the equivalent Binghamton University course award is a different number of credits, e.g., a three-credit course can fulfill a four-credit course requirement, even if only three credit-hours are transferred. Grades do not transfer, do not appear on the Binghamton transcript, and do not affect the Binghamton GPA. 6. Credits awarded through programs including Advanced Placement (AP) and International Baccalaureate (IB) will also be considered for transfer and equivalencies will not be unreasonably withheld. 7. In order to graduate with the baccalaureate degree, all students must meet the General Education requirements established by the State University of New York and those in effect at Binghamton University. As a public research institution in the SUNY system, we accept all General Education credits already awarded at other SUNY colleges, and many courses also fulfill Gen Ed and degree requirements. Some waivers are available for certain programs. Check with an academic advisor for details. 8. The attached materials describe the pre-requisites and requirements of the BS degree in Nursing at Binghamton University. They also detail approved Binghamton University course equivalencies that should be taken within the first two years of study at Orange County Community College, including those that will count as electives, fulfill requirements of the major or other university requirements, and courses that remain for completion during the second two years at Binghamton University. 9. The Decker School of Nursing and the Professional School Academic Advisor will assist the student in charting an academic plan. For major degree requirements, students should consult with the Decker School of Nursing Student Services Office. 10. The Binghamton University Bulletin and Student Handbook specify all policies and procedures. All students who participate in this agreement and enroll at Binghamton University are expected to adhere to all general administrative and academic policies and procedures. Academic departments and programs may have other, more detailed information specific to their area. 11. Each institution hereby agrees to notify the othe in the event of substantive changes in the courses, programs, and policies at its institution that would have an impact on this agreement, including the courses and provisions herein. Orange County Community College shall notify the Dean of the Decker School of Nursing, Director of Undergraduate Programs, and Student Services Director at Binghamton University any time that course syllabi and/or concerns are significantly altered, or if new courses should be reviewed for equivalence. Substantive changes to the degree program at Binghamton University will be reflected in the University Bulletin and in the guide materials on the department's website, and due notification shall be made to Orange County Community College. All such notifications shall be made as early as reasonable. 12. Evaluation and renegotation of the agreement will occur every 2 years. At the request of either party, a review of the contents and/or implementation of the agreement will be conducted by the two institutions. 13. Binghamton University and Orange County Community College will give not less than one calendar year's written notice for a termination of the articulation agreement. This requirement may also be fulfilled in high school by demonstrating a level of proficiency equivalent to passing the corresponding Regents foreign language examination with a score of 85 or better (or, for students who did not take the Regents examination, completing three or more units of high school foreign language with a course grade in the third unit of 85 or better).
