Carl D. Perkins Career and Technical Education Act (CTEA)
The Carl D. Perkins Strengthening and Technical Education for the 21st Century Act (Perkins V) provides funds to postsecondary institutions, preparing students to be more competitive in the world economy. Funds are used to provide the supplementary services that students may need to succeed in career and technical programs through Title I formula funding applications.
These funds improve the academic performance of students, especially special population students, who are enrolled in career and technical education programs. Title I funding includes the initiative to improve gender participation and completion in nontraditional programs that prepare individuals for underrepresented occupations.
The Office of Postsecondary Access, Support and Success of the State Education Department receives Perkins IV federal funding for technical programs. These funds are allocated to the State’s community colleges based on the number of students receiving Pell in their colleges. The community colleges use these funds to supplement their technical programs. Examples are funding for instructors, laboratory assistants, student tutoring, and necessary equipment and supplies.
At SUNY Orange there are several different departments involved in ensuring that these funds are being utilized effectively. The grant is overseen by college administration as well as a local advisory committee made up of community members not employed by the college.
- Financial Aid TV (FATV), a student friendly resource, to provide answers to financial aid questions and concerns.
- Financial literacy efforts include a workshop series to convey comprehensive financial management information on budgeting and credit.

- Read & Write Gold - This software, which is available to all SUNY Orange Students, features an easy-to-use toolbar makes documents, files and web pages more accessible. Read&Write is a big confidence booster for anyone who needs a little support with their reading and writing, at school or in the workplace. And its friendly literacy features help English Language Learners, as well as people with dyslexia or other learning difficulties. From hearing emails or documents read out loud to text prediction, picture dictionaries and summary highlighters, Read&Write makes lots of everyday literacy tasks simpler, quicker and more accurate.
